It's a good move. It punishes switching. It doesn't see use in Battle Spot if that's what you're asking.

It's an OP move. Needs an easier way to remove them, like sending a rock type out gets rid of them similar to poison types and toxic spiked

I hate battles of who can switch the most but I also hate smogon rocks
