Toxicroak fans should be glad that the line was even acknowledged at all when we were only expecting Empoleon and no one else after that. As someone pining for Heracross, I'm fucking stoked that Scizor was included to represent Bug-types at all and make such amazing use of its claws that actually work better for the game than Heracross's horn. There's also nothing inherently wrong with NFE, especially when the pre-evolution is more favored among the target demographic and the distinct personality and fighting style only works for the NFE. Toxicroak would have been too similar to Weavile and Sceptile.
