Yeah, but that's not immediately obvious when you look at the Pokemon. If OP's talking about not being able to see the Ghost-type at a glance, then it kinda falls under the same category as Pokemon like Mawile and Sneasel, whose designs don't necessarily scream their typing.

Why are so many Pokemon designs like abstract art, in the sense that they aren't good on their own merit, and have to be accompanied by a paragraph of explanation?

The angle of it's head and the way the hood kind of shadows its face gives off a spooky or chill vibe from it.

Ghost isn't the undead type, it's the immaterial type.

Deci is supposed to be as sneaky and stealthy as a ghost, making him part ghost type.
