It better. If it got Surf and maybe maybe a buff to its special attack then it could be UU at least. Not to mention, it would be fantastic ingame since the totem fights seem to be 2 vs 1 and surf hits everything.

They won't, probably not even Alolan Raichu will be able to, which sucks because all of the event Pikachu with Surf get fucking Static instead of Lighting Rod and since they're events they can't get Nasty Plot, but hopefully Alolan Raichu fixes that, that is assuming any Pikachu can evolve into it which I also doubt so basically everything sucks

If pokemon like Tyranitar, Rhydon, Helioisk, and Miltank can learn Surf, I don't see why Raichu at least couldn't. Especially Alola Raichu. I don't expect they will, though.
