That was it's entire gimmick. It LOOKS grass. It uses grass moves. But it isn't grass, so if your opponent, if retarded, will stratagize incorrectly.

The problem is, once everyone learned about this stratagy, everyone knew, and therefore, the gimmick didn't work. It was stupid on GameFreak's behalf.
