Which starter has the highest stat does rarely change, but starters themselves have been super consistent. IE if a starter has a high stat in it's first form that will still be high by the end. Like Torchic, it has high speed, special and physical attacks, which is exactly what Blaziken has.

And speed and HP have never changed. As in the fastest first stage starter is always the fastest, and the highest hp starter always has the highest hp.
