As far as I know its because of "not a valid encounter." But before even with this error Pokemon could go through GTS.

pkhex tells you specifically what's wrong with it

you click the icon and it says "Not a valid encounter", then you click the Met tab and see that you put no Met Location and a Met Level of 0.

If you want it to be legal you either look up where this pokemon can be caught on serebii or similar and put that area + the level on which it (or its pre-evo) can be caught in that field or you put met location as "Battle Resort", Met Level 1, hit "As Egg" and put Location: Day Care Helpers" to tell the game that it was hatched from an egg.
