Totem Pokemon that are given larger models are internally recognised as separate from their normal forms, which is why they're given placeholder pokedex data. The state of being a totem pokemon is not recognised as part of the pokemon's data itself, only the battle intro data (this can be seen in the "all battle intros" video). As a result, wishiwashi doesn't require an alternate form for totem battles, because it's already fucking huge enough.

It's not because it's too big, it's because totems are effectively programmed as different Pokemon or permanent forms. Totem Wishiwashi starts the battle as School Form unlike regular Wishiwashi, which activate their ability at the beginning of battle. It might even programmed to have a different ability altogether and be permanently locked as School Form in terms of appearance and stats.
