Probably still the totems. Wishiwashi is the only totem pokemon that already has a 'just bigger' form, since it has the Schooling ability. All the other pokemon need an extra slot to accommodate their larger totem forms.

If you take the height, then you get about 40, but if you take the weight, then its almost 250. Plus, the thing (by height standard) is bigger than Rayquaza by four feet
