While I was watching Pokemon Generations Episode 9 for the 30th time I was thinking of theories. Like that Deoxys might be a failed Ultra Beast or that it's a misunderstood Pokemon that came to Earth to fight against the Ultra Beast to protect humanity but every time it comes to Earth it gets attacked by some form of Rayquaza or some shit like that.

Considering the mega meteors were irradiated by his weapon, and started falling to earth 3000 years ago, it's likely. Especially since Deoxys was the one throwing them at earth. It probably was created by that same radiation.
