a friend of mine once propose a simple change to stealth rock:

So while it gains damage against things resistant to rock, it loses super effectiveness to things weak against it.

Best idea to improve ice, ice moves are more likely to freeze water pokemon. That's all I have though.

Not a bad idea, but it would be pointless unless you also nerfed scald to the point where nothing wanted to use it anymore.

Heath Capacity.

Ice can't resist water.

Impossible, water heath capacity makes it a very hard substance to freeze, it stores ridiculously high amounts of energy.

If anything ice should be weak to water if we follow common sense.
