I think it'd be great. Just open up for submissions over the course of like a year, let them pick the best 150, and give all of the artists some credit.

it always irks me that people try to make bug/ice types just some blue and white bug. The biggest thematic issue with an ice bug is that bugs are ectothermic as far as survival in concerned. Any bug that doesn't die in the cold can only survive via some kind of torpor state. I'd love to see a sleep theme both in visual design and moveset for an ice bug.
