Because it's a metaphor for the Pokémon franchise as a whole. Underneath the disguise is a new, interesting and unique creature with a thought-out design process which the playerbase would hate for not being a Gen I Pokémon. So it disguises itself as a generic Gen I Pokémon and suddenly the people that would've hated it actually like it and won't stop talking about it.
