Decidueye has a clear theme going on in its design.. It can have less detailed features because it has more features present to characterize it as something entirely fictional.

Fearow, on the other hand, is just a bird. Nothing about it makes it stand out as a character, it looks just like something you could find in real life. Without those details, it's just a cartoony bird, which would look worse. It needs those details to help it stand out a bit, and even with them it doesn't really do that.

Flapping wings does not equal flight. You need the proper musculature and weight fir flight go actually be possible. You can flap your arms, can't you? Can you fly?

I feel the loss of flying type indicates decidueye has adapted to using its wings solely as bows, and it has lost the ability to actually take flight. It's I nice transition from regular flying owl, to owl that flies and shoots a little, to owl that doesn't fly, but shoots better.
