Talking about stats alone is dumb, but you can make some assumptions based on what we know

Primarina will be decent by virtue of its amazing typing alone, even if it's signature move is lackluster.

If Decidueye's stats are okay then it'll see use because of how insane Soul Shackle is.

Incineroar is the one that lives or dies based on its stats, which seems to be fast based on Litten but you never know.

Incineroar is probably fast since all cats have over base 90 speed fully evolved

A tanky Water/Fairy type with decent Special Attack would make Primarina easily one of the best starters.
Just by being Water/Fairy it's pretty much guaranteed to have a good moveset.
It all falls down to its hidden ability at this point.

As for the other two, it can easily go either way, but I can see it going better for the Whateveroar over Hoodwinked.
Though Hoodwinked does have a pretty damn good signature move that already gives it a niche.

Whateveroar's signature move is good but Defensive setups are a bit rare and none of the Pokemon who raise their Defense are weak to Dark.

Owl will be low end OU or at least high end UU with all of those bulky water mons in that tier

Tiger will be another generic RU fire starter

Tranny seal will be RU or NU, it'll be slow and that will doom it

Oh, I forgot to mention why the cat has an advantage over the owl (so far).

Inceneroar's stats are clear.
He's going to be offensively oriented, and Fire/Dark is a good offensive typing.

We have no real idea of what Decidueye's stats will be. Grass/Ghost is a typing with both highs and lows.
He's a bit of a mystery at this point, you can't really make an educated guess on him.
