There are little load times difference between the old and new 3ds. That, and some framedrops are more noticeable in old.

If you dont mind that, get the 2ds, if not, try to get a new 3ds and put a custom firmware in that thing.

Get a 2DS so when Sun and Moon enhanced version is announced for switch after the Christmas season ends you won't feel too ripped off.

Depends on all sorts of things.
The N3DS is better (although the XL is for old people and sausage fingers). There are likely features that while take way longer to load on the 2DS and the framerate and everything else will be far less stable. Also, it's weird to buy a console for just one game. I got my 3DS for X primarily, but bought plenty of games afterwards and realistically if you like Pokemon then you'll like a lot of the 3DS library.

It's a handheld so prioritise where you're playing it and how you're playing it when making your decision. The 2DS also looks like a babby toy because it's made for little kids who drop shit all over the place.

I got a japanese n3DSLL off of eBay for ~120.

This alone is pretty useless, but when hacked and made region-free? Fucking excellent. Came with dual IPS as well.

Now I can enjoy Sun/Moon with very little fps drop thanks to unlocking performance.

I may suck as life, but when it comes to this shit I won hard

My 2011 3DS got roughed up over the years and I recently got a new 3DS xl. It's a god-some for playing smash but if you're only getting it for Sun and Moon i'd probably just go with the 2DS. Besides, the Switch is coming out soon so to save your money just buy the 2DS.

anything <11.0 is hackable, anything <10.7 is hackable out-of-the-box without needing a specific game.

Other than that it's personal preference. I personally hate the 2ds, I dislike that it doesn't have hinges and it feels cheap to me. But it doesn't really matter. Tell him to get a bigger sd card though if he wants to pirate a lot

Stop with this meme already. SM are NOT optimized for N3DS and there is zero performance boost. But there are plenty of games that are, and if you don't already have a 3DS at this point you'd be stupid not to just get an N3DS.
