Assuming that neither will switch out any Pokémon:
After Gyarados KOs Spiritomb it is pretty likely that Garchomp will be Cynthia's next Pokémon and will destroy half of Shaun's team if that Blizzard fails. If Blizzard KOs Garchomp, then Shaun will win no matter how the battle goes.

AI prioritizes getting super-effective hits when choosing the next pokemon. she'd send out gastrodon since it has stone edge
