What!? One of the first things they write down on paper is use "protect."
Makes sense though since protect will be the best z move counter. Everybody should have protect. In fact they should make the tm harder to find.

Nope. They can get blocked and they have base 0 priority just like most other moves. They can also miss. The "failed to fully protect itself" is for Shadow Force
