I would say Leaf, but she isn't even Canon so she doesn't really count. She just looks like a rejected Lass design anyways. Boring as hell for what should have been a protagonist character. But again, she doesn't matter.

I dislike Flannery, with her stupid as shit hair, but everyone likes her for some reason. Probably because she gave people some of their first boners.

If you're talking about major characters I never liked Jasmine and Iris' BW1 hair. Glacia looks bland even in remakes, Karen was downgraded compared to GSC version, Fantina has terrible hair and gives crossdresser vibes.

A very good design from a non sexual perspective. Sinple, conservative and a little on the professional side clothing, great anime afro, and her colors in her outsit look great on her. Belt is a little stupid and I'm not sure is that is a cape or jacket. My only complaints.

She is very obviously outclassed on levels of sexy she can't comprehend though.
