Rock is already immune to Electric, always has been.

I only agree with the bug buff, specially since Fairy losing such weakness isn't a big deal.

Hail should boost both defenses, but by 30%.
I think Rock by itself would be fine, the real problem is that a good chunk of rock mons also have the ground type, giving them way too much weaknesses.

How to fix it:
>Fairy resists Ghost but loses its resistance to Bug
>Fairy is weak to and resisted by Grass
>Rock gets a Rock-type version of Crunch called Petrifang or something equally stupid to be learned by Tyrantrum, Omastar, Kabutops, Aerodactyl, Tyranitar, Aggron, Barbaracle, and Rhyperior
>Ice is removed from the game so we stop having multiple threads a day about how much dick it sucks
>Knock Off is nerfed to 60 BP, retroactively remove it from several movepools and enforce this gen's pentagon rules
>Fighting-types become immune to flinch. Focus Punch's fail message changes to "X lost it's focus and couldn't move!". M-Gallade's ability is retconned to Justified, Lucario's non-HA abilities become Mega Launcher and Guts

No Ground is immune. The only reason you are confused is all the major rock types in the first gen were also Ground types. Only the fossils breaking this pattern.

But anyways, I like the idea of Psychic's immune to confusion. And that Ice gets a defense increase in hail. The fighting being immune to flinching I find amusing, its as if no one cares if Gallade doesn't have an ability.

I really do like the idea of adding things to types outside of just matchups. It actually has the potential to give a type a usage over just picking one strong sweeper with that type of coverage move.

All Flying types are immune to accuracy drops and disregard evasion boosts. Keen eye is replaced with something else on all flying types that have it.
Hail boosts I've types defense by 50% and now damage depends on type resistances, allowing more variety in hail teams
