People think he's the best when canonically he is AT LEAST second, because gen 2 protag beats him. And if you count PWT in BW2 as canon that makes him third. And now with him in 7 that will make 3 different protags who will have beaten him.

Gen 2, 3, and 4 protags beat not only their respective leagues and evil teams, but also become champions of the Battle frontier

BW protag beats the champions of two seperate leagues and fights against two separate characters who themselves beat the pokemon league.

BW2 beat every gym leader and champion to date including red

Gen 6 pretty sucky, probably worse off than red

Gen 7 will create and run own league and probably beat every champion to date(including red)
