It was risky when they did it with Red, because they made Red's "silent protagonist" model his actual personality when they made him into an NPC later. It works well, but it's not something you could pull off for another 12 protagonists in a row (just like fire/fighting).

And attempting to give them actual personalities would, well... take agency from the people who where projecting personality onto them while playing originally.
