Yes, Primarina is feminine if we judge it as if it was a human being, and that's okay, because the species is not 100% male. It's also okay if it looks masculine too, even if you can get a masculine female.
People always throw this stupid percentage and still not realize that it's a game mechanic that only applies to rare Pokemon. Why is every Braixen outside the games female if they have 7/8 chances of being male? Because the gender ratio of the game doesn't matter, it's just a mechanic.
Now, Pokemon that have 3/4 chances of being male or female always include that on the design, even if said design doesn't make sense if you get one of the oposite gender
