That's the only thing I think will impact it heavily. That said, I don't think it'll be completely shut down depending on stats. Mega runs enough bulk that it can take an HP Fire from some mons, even if it doesn't necessarily want to do it. Not even Mega Gardevoir can OHKO with HP Fire.
