You're meant to use it with Scald, a Water-type move that Primarina should be able to learn. Scald burns the opponent, and Sparkling Aria deals damage and removes the burn.

Sparkling Aria probably has the same effect as Smelling Salts and Wake Up Slap; it has 70 BP usually, but it will have 140 BP if it hits a Pokémon with the correct status (in this case, burn).

This move might see some use if Primarina gets Serene Grace as its Hidden Ability.

Also for the people saying that Tapu Fini makes Primarina useless, understand that pokemons can have different roles even if they have the same types, if you check the viability rank in smogon you will see there is 4 water/ground types that can be used on OU.

It's useful if you accidentally burn a special attacker and want to toxic or paralyze it instead.
