When I was eight, waiting for my parents to finish checking out at a grocery store, I talked with another kid who was waiting for his parents to do the same. He had his GBA with him and had a level 100 Lanturn in his Ruby or Sapphire, don't recall which. At the time, I didn't know anyone else with a level 100 Pokemon at all, so I was really wowed. I think of it like Staraptor. It's not going to be a tier defining Pokemon or anything and no one is ever going to build a team with an opponent Cinccino in mind, but it's still pretty damn good.

If anything, I'd say it's competitively average...which is why no one talks about it. There's really nothing to say.
