Golem was only a thing in RBY because of Zapdos. It wasn't particularly good even in gen 1, it was just one of the two least worse options to prevent Zapdos from effortlessly sweeping you.

Specs Jolteon is still good as a lead/pivot in battlespot. It really needs a grass or ice coverage move though so it can use its hidden power on the other one.

Sylveon doesn't really compete with Jolteon, two completely different pokemon. Sylveon is slow and tanky, Jolteon is fast and frail. It fell off because 110 sp. atk isn't what it used to be especially with its relatively limited coverage options. When the 'staple' set for your pokemon is two electric moves, a hidden power and then either shadow ball or signal beam you know it has movepool problems.
Anyways Snorlax is probably the most powercrept pokemon out there atm. It fell off a bit in gen 3 but just plummeted in gen 4 as fighting type became more common coverage and had better moves, and its once amazing defenses just couldn't stack up without reliable recovery.

Normal types were very overpowered, and Rock types were the only thing that could wall them. Fighting types were complete shit and had no moves, so Golem only had to worry about water, grass (shit as well) and earthquake. Explosion halved defense so it was very OP, Golem could OHKO pretty much anything bar other rock types that resisted it.

jynx is a lead so they aren't directly comparable but i'd say they're about the same level. gengar is also a lead but way more situational. zapdos is specifically not as good as/ better than golem BECAUSE of golem. and it's been well established for years that golem wins the rhydon/golem war. and nothing else in rby even comes close
golem is at the very least a top 10 rby mon to anyone who knows anything about the meta
