They have to ensure Water remains OP, but can't nerf Electric because Pikachu. The solution is to make Grass the shittiest type in the game and pass it off as "an early game type" that you're supposed to replace with something better, like Bug used to be.

Rowlet3 is 4x ice weak with main stat HP so it'll be slow as fuck, and Exeeeeeeeeeeeeeeggutor's type has already been demonstrated to be gigashit by Mega Sceptile. The best we can hope for is an as-yet unrevealed Grass Quiver Dance/Coil with wide distribution.
