Xerneas Active have seperate pokedex forms and therefore is going to have separate pokedex sprites in Sun & Moon. It would be better to compare them to how its horns starts glowing when using Geomancy.

But that's wrong, both active and neutral Xerneas have their own models, just like Mega Evolutions, school Wishiwashi, Minior's cores, busted Mimikyu and all other battle-only forms
Solgaleo and Lunala's phases are more like flying Genesect or Reshiram, Zekrom and the Kyurem forms with their turbines activated

Gamefreak can call it whatever they want, because it's their game. Point is, these "forms" don't have their own images in the dex and only show up as part of their signature move animations.
It's just Gamefreak getting flavorful with their signature moves by making them sound cooler.
