It's most likely covered in Insulation, due to the pink fluffy colour. Insulation is made of fiberglass which as the name suggests is made of glass which is recyclable, while not fiberglass, metal is also heavily recyclable, so at the very least Steel is closer than Poison, I'd say Rock or Ground would fit better but Sandy Cloak looks closer to both of those types and is one.

Bio-luminescense is not electrical, a more appropriate type would be Fire, Grass or Psychic, also only Volbeat would have it as Illumise lacks the tail light. Fire because they are Fireflies and light is often associated with heat, grass because it's a biological process and no other type is even remotely related and Psychic because the light is a sexual beacon and would require some brain processes to adjust for optimal reproduction potential.

Judging from the dex entries Eelektrik shocks things and then consumes them, which isn't congruous with the parasitic behavior of a lamprey.

Eelektross will go on land and drag things into the ocean, which again seems more like it's consuming prey rather than parasitizing it.

I'd have to lean towards it being an electric eel with lamprey features.

From the dex entries it seems like the Tynamo line always uses electricity first and the only reason it bites first as Eelektross is because it can now channel electricity through its teeth. Method of sustenance aside (and I still say it's not parasitic) it's clearly true to its electric typing. Also, Tynamo looks very much like a knifefish, which is what electric eels actually are.
