The gym leaders also usualy boast about he strength of their type, and leaders like Bugsy dedicate their lives to learning about it. It makes sense to me that focusing on a single aspect and mastering it is easier than rolling with a varied team. Again, the only people who seem to get to the top that way are champions and the protagonist l, whos basically the fucking chosen one every game post gold/silver

And judging by the way some Pokemon appear to drop levels between games, or others seem to drastically level up in a short time, It seems rather obvious that Gym Leaders have multiple teams. So the weak ass mono-teams are probably used against newbies to teach them about Pokemon types, while the real teams used against powerful trainers can have whatever they want.

Platinum fixed a lot of problems with DP, not just the gyms. Still other games showed us that gyms can change specialities and have different teams for different challengers.
