The eye does make it seem like a ghost type, but this thing is just as much seaweed and ship wheel as it is anchor. I'm not sure what type it is.

I can think of more aquatic Pokemon that aren't Water-type (Lugia, Anorith, Lileep, Eelektross, Stunfisk, Dragalge, Sliggoo) than seemingly metallic Pokemon that aren't Steel-type (Blastoise, Shellmet, maybe Voltorb?). Steel seems to have a lower threshold to qualify for than most types (see: Lucario).
