Mamoswine and Weavile are actually perceived as equal in OU.

The role of weavile as a pursuit trapper is more coveted hence the higher usage, but mamoswine access to SR and stab eq with oblivious and possibility of fucking up rotom with Naive lo freeze dry is just too good to pass up on some teams.

To be blunt these two and Kyurem B are the 3 only ice types worth using in singles at the OU format.

Depends on the type of Pokemon.
I think all offensive sets of any Pokemon will use at least one while defensive Pokemon may use a non STAB move if it's better than it's STAB options.
