If it was a scrapped pokemon this was likely to be the gen 1 Ledian. This doesn't look like it would have a high special stat though, I think they were just being Gamefreak when they assigned Ledian's stats.

Lots of Kanto mons have tons of stats poured into spdef just because. Gen 2 they probably weren't sure what to do with stats yet and figured they could just change them like they did then. But of course gen 3 came around and changed nothing because they didn't have to, and we'll still at that point 10 years later.
