Fighting types are the down's syndrome children of the Pokemon world.
Honestly it's a case by case basis.

Pokemon understand human speech and emotions reasonably well.
Legendaries are mostly feral or at least god-like in the Greek Mythology sense, being subject to capricious behavior.
Animalistic Pokemon that aren't bipedal are somewhat the "lower" end of Pokemon intelligence within reason.
