There will probably be a niche for it with pokémon that are not really good but also aren't so abysmal they need their held item to be a stat increaser (like Pikachu needs, for instance). It's also hard to tell what kind of pokémon or moveset a Z-Move would fit before people get the game and start experimenting with it.

The Pokemon I can see using the generic Z-Moves constantly are Draco Meteor spammers like Latios. It's pretty much a free even stronger than Draco Meteor Draco Meteor that can be followed up by yet another Draco Meteor that'll be at full power.
