Because this one time in Black 2, I was in Floccesy Ranch looking for Riolu, and I kept finding nothing but Lillipup. I mean yeah, Riolu only has a 5% encounter rate, but I still would have expected SOMETHING OTHER THAN LILLIPUP to show up!
Lousy 40% encounter rate... I can only encounter the same otherwise perfectly good Pokemon so many times in a row before I get tired of seeing it and start hating it
