It's the full Alola dex, not the full National dex. The argument is that there might be more Pokémon in the National, like there was in gen 4. To give an actual concrete example, Ash-Greninja's Pokédex sprite wasn't in the datamine, since Greninja isn't part of the Alola dex.

(To be clear, I don't personally believe there's more, just explaining why people think there might be.)

Pokemon is playing §D backgammon while we are stuck in 1D go fish, releasing only a small portion of the dex on purpose to lower our expectations and then hit us with the full kit and caboodle out of nowhere.

We know how many new Pokémon there are and it matches the number of new Pokémon sprites found, including the Ultra Beasts but excluding the blacked-out sprites. Which consequently means the blacked-out sprites must be alternate forms (and the fact that two follow Raticate means they must be Totems, plus Zygarde Cell/Core) and the Ultra Beasts must be Pokémon. Anyone continuing to dispute these two facts is a moron.
