The problem for me is that toucan and woodpecker both sound like good design concepts for pokemon so seeing one turn into the other in such a clumsy fashion is pretty disappointing. Almost all the regional birds turn into another kind of bird but they worked because they eased into it usually with a midstage that bridges the gap between birds. But here the midstage is just a bigger woodpecker that looks next to nothing like the toucan it turns into, they share a color scheme and that's pretty much it. It works okay enough for more odd obscure pokemon like Remoraid and Clampearl but is very strange for the regional bird. Doesn't help that the toucan doesn't do much with the concept while a big woodpecker would have been fine for a route one bird.

Birda are objectively simpler animals than placental mammals scientifically and socially. Scientifically the bone structure between birds is generally similar with the key components like wing span and beak size being slightly or majorly altered to fit that birds climate and it's dietary choices ESPECIALLY when they are within the same order. Socially when the everyday Joe calls out the Robin or the Sparrow in his front yard he calls them "bird" until someone asks him which one and then he specifies further as opposed to that same everyday Joe seeing a dog on his commute to work to which he says "cute dog," as opposed to "cute mammal." Some birds are free of this fate and most are rule breakers like Penquins and Ostriches who can't fly but make due or notable species like Owls, Turkeys and Toucans, BUT if you live in a place where the Toucan is as common as the English Sparrow you will call it a bird, but nowhere will you call a passing dog a Mammal. Hell some people call out common dog breeds like Shiba or Husky. Birds are just seen a simpler creatures so we don't feel the need to refer to them by their common name, only what they are, which is a bird.
Also me saying shit got more personal was just because I couldn't think of the right word. Order is more specific than Kingdom which is what Eukarya is, Elephant to Apple Tree is different than Wood Pecker to Toucan.
