Really, that could have been a neat villain story like Ghetsis if they didn't shit the bed by rarely having Flare interact with the world other than doing generic baddy things up until Lysandre shows his true colors. I'd go into more detail but that involves heavily working X/Y's story around. At the very least, it should have been like BW1 where the climax was after the 8th gym, having the bad guy story come up after the 7th gym always felt premature to me.
