This happens to everything. SM actually has a lighting engine, and sharp lightly colored objects will cast a bloom glow. It's more noticeable at night, but you could see it on Kukui's jacket pretty clearly even in the day.

No they all do. Do the Pokemon catching challenge at night. Kukui will glow the same when he teaches you how to catch. its the "moon light" reflecting off of them.
