Thing is I think these are like the Zygarde cells and cores for Solgaleo/Lunaala but more so Nebula form and then Formative form before it emerges as Solgaleo/Lunaala. An interesting point, and perhaps why Solgaleo appears in the Moon's/the Demo's Alola Regional Dex, is that the Solgaleo or Lunaala sacrifices themself to save you but only revert back to this form, with you then being able to choose if you want oneo r the other. I think it's smart cause it's like GF gives you the choice so you can do like Lycanroc Midnight (favorite Rockruff Evo) but still get Solgaleo (Favorite legendary.)
Plus it makes sense cause in the scheme of things start dust or whatever you wanna call it helps to form new moons or stars so why can't a nebula pokemon go into hibernation to form thus a new Sun or Moon Legendary :P. Like a Phoenix or something.

Carbink isn't anywhere near Diancie in the dex and Phione doesn't have two stages nor is it a huge plot point at the beginning of the game

Then how do you suppose the evolutions work? The example you just cited proves that it can't be a split evolution because the dex order would have to be star-solgaleo-nebula-moon for that to make sense.
