Its based on the various apparati used on ships, it'll be water type.

As for the ability, it'd be cool if it got an ability based on rust, like if it uses a water move against a steel-type it lowers the speed of the pokemon by one stage.

there aren't many physical water moves that fit it though. it will definitely get curse no matter what. gyro ball too. overall i could get an interesting array of moves. i could see it having a suction cups type ability.

it learns it by level up, references diving in it's dex entries, and wailord is used in the sealed chamber riddles as the diving pokemon to get to the sea floor. (relicanth is the map)

I'm with you buddy. My first impression of this thing is that it's supposed to be a play on space aliens/astronauts, but instead of actually being from space they're treating the ocean as space.
