We already have confirmation a Pokemon game is coming from Game Freak for the Switch, so I say yes. But for months people have been saying they'd never split a generation across platforms.

Too early to tell honestly. I like the Switch but if it flops, Game Freak will probably not develop for it and continue on the 3DS.
