Ultra Beasts aren't Pokemon in the story and get inflated stats for boss battles but in the post game they get scattered around the map like normal Legendaries and Aether reveals that they just discovered that there's a very distant link between Pokemon and Ultra Beasts and that spending time in proximity to Pokemon slowly causes them to become one. The final step is to be captured which completes their transformation and they have developed special balls that will ease the process. Then you can catch them like normal Legendaries at their normal stat levels. Don't ask where I got this from it was a friend who works at TPCi
