He is the only pokemon from G/S that isn't in other regional pokedex...did GF forgot that the poor thing exist? it easily one of the most forgetabe pokemon.

Wrong, the Pineco line hasn't been in a regional dex outside Johto too. But yeah, Stantler is easily the most forgotten Pokémon of gen II. Especially considering it only appears in one place with a low encounter rate.
