Umm I believe it shows growth, it shows how it slowly transitions into a toucan, it starts out with a small beak and tuft on its head, as it evolves aka matures the tuft begins to receeed back as seen in stage two, stage three it finally matures and it's tuft transitions with the rest of its feathers, a lot of birds have this transition thibkbif it like downy feathers
