In the pokemon universe, pokemon are just monsters. monsters you can catch, monsters you can train. In Sun/Moon, new, bizarre monsters come over from a different dimension. However, pokeballs don't discern between what kind of monsters theyre catching, and work just the same on Ultra Beasts as they do pokemon. These are monsters from another universe that can be fought and imprisoned by Pokemon universe technology, perhaps through some kind of additional technology that will be introduced in the plot.
