Design wise fire is always too bland, has too much going on or a good idea was executed terribly.
Four out of seven gens grass subjectively has the best design. The ideas are executed really well all of the time, if the design is boring it's because the idea is boring.
Water is close to grass, I could say the same about it as I did about grass. It just had a few more fuck ups.

tldr: Grass is best designed, followed by water. Fire has the worst designs.

Charizard - Good general idea, just a few problems here and there that turn me off. Charizard Y fixes every single one of those, Charizard X keeps all of them and adds nothing good.
Typhlosion - Very simplistic and also pretty ugly compared to Quilava
Blaziken - It looks like shit with the flat "hair" and I don't like the color patttern on him much at all. Least favorite starter, Mega looks pretty good.
Infernape - GOAT starter.
Emboar - Ugly, and those copy pasted Rhyperior arms did him no favor.
Delphox - Not fantastic, but not bad. Third best non-mega fire starter, which should say something about how weak they are overall.
Litten3 - It's hands are a bit to big but it looks pretty solid otherwise.

Swampert - Strange but great. Mega is a downgrade.
Empoleon - Great one.

In a vacuum, Blaziken and Luchalitten/Beltigre/whatever are the best, but fire's pretty homogeneous in that they're all bipeds and 3 or 4 are Fire/Fighting. I don't even have a problem with Infernape or Emboar, it's just that it seems like they kept doing variations on one concept.

Water has various different ideas each gen, so the variety is there. The main problem is that the quality drops off after Gen 4. Blastoise/Feraligatr/Empoleon are the best of their respective generations, and Swampert is top tier as well. Samurott being quadrupedal ruins his design for me, Greninja is alright but I think he's been pushed so much that I'm a bit soured of seeing him all the time, and the Gen 7 one outright sucks.

Grass also has variety in concept, but is inconsistent in quality. Venusaur, Sceptile, Torterra, and the Gen 7 one are all good/great, but Chesnaught is just good, Meganium is mediocre, and Serperior is trash.

I'll give it to Water overall, but Fire has the highest highs. If Serperior was replaced with a great design, Grass might be the best, but Serperior drags the whole thing down a lot.
