Two of the blanks happen after known totem pokemon. Another is after the Electric bug whose pre-evo has the ability that helps it meaning its likely a totem pokemon itself.

I think the dex is incomplete because this guy from the demo's trailer uses a Pokemon not in the mined pokedex data and he clearly looks like someone you'll eventually fight.
